Scope orgs:write, fresh step-up. Requests the activation of a pending organisation (approval kind org.activate); a second person outside the requester’s chain approves it. The request is bound to the organisation’s history when it is made: if the organisation is suspended afterwards, the request is cancelled, or fails if it was already executing.
